Learn how HDD engineering integrates into pipeline EPC delivery—aligning trenchless drilling, heavy rig procurement, pipeline fabrication, and pullback testing for complex infrastructure crossings.

Pipeline EPC Construction in Nigeria

A major pipeline project involves more than installing pipes underground. Before a pipeline can transport natural gas, oil, water or other resources, engineers must plan the route, procure materials, prepare construction sites, install the pipeline and complete the inspections and tests required before operation.

Along the route, pipelines may encounter rivers, highways, railway lines, developed communities and difficult geological formations. These obstacles can make conventional excavation challenging, requiring specialist construction methods such as Horizontal Directional Drilling (HDD).

HDD allows pipelines to be installed beneath obstacles without excavating an open trench across the entire crossing route. However, the drilling operation represents only one part of the wider construction programme, as the underground crossing must connect with adjoining pipeline sections, meet engineering specifications and be completed in coordination with fabrication, installation, inspection and testing activities.

This is where Engineering, Procurement and Construction (EPC) becomes important. Understanding how HDD fits into pipeline EPC construction helps project owners, engineers and contractors plan complex crossings while managing the technical requirements and construction dependencies of the wider project.

What Is EPC in Pipeline Construction?

Engineering, Procurement and Construction (EPC) is a project delivery arrangement that brings together the engineering, procurement and construction activities required to deliver an infrastructure project.

In pipeline construction, these activities generally involve three main areas.

Engineering

Engineering establishes the technical requirements of the pipeline. This includes route surveys, geological investigations, pipeline design, construction planning and the selection of appropriate installation methods. Engineers must consider pipeline diameter, operating requirements, ground conditions, existing infrastructure and potential construction risks.

Procurement

Procurement involves sourcing the materials, equipment and technical resources required for construction. These may include line pipes, fittings, valves, welding materials, construction equipment, drilling tools and specialist installation systems. Material quality, equipment availability and delivery schedules must be coordinated with the construction programme.

Construction

Construction covers the physical installation of the pipeline and associated infrastructure. Depending on the project, activities may include site preparation, open-cut trenching, HDD crossings, pipeline fabrication, welding, coating, inspection, testing and pre-commissioning.

The exact responsibilities depend on the EPC contract and project scope. The purpose of integrating these activities is to ensure that engineering decisions, material availability and construction requirements are coordinated throughout project delivery.

Where Does HDD Fit Into a Pipeline EPC Project?

Horizontal Directional Drilling (HDD) is commonly used for sections of a pipeline route where conventional excavation would be difficult, disruptive or impractical. For example, a gas pipeline may be installed through accessible land using open-cut construction but require HDD to pass beneath a major river.

Although the HDD crossing may represent only a small portion of the total pipeline length, it can be one of the most technically demanding sections of the project. The drilling team must coordinate with the wider EPC programme to ensure that the bore path, pipeline specifications, equipment and installation schedule are compatible with the adjoining pipeline sections.

This coordination begins during engineering and continues through procurement, fabrication, construction and testing.

1. Engineering and Pipeline Route Planning

Before construction begins, engineers assess the proposed pipeline route and identify obstacles that may require specialist installation methods. These may include rivers, roads, railway lines, existing utilities and developed areas.

Where HDD is considered, engineers evaluate several factors:

  • Geological and groundwater conditions
  • Crossing length and installation depth
  • Pipeline diameter and allowable bending limits
  • Bore path geometry and entry and exit locations
  • Existing underground infrastructure
  • Available construction and pipeline preparation space
  • Environmental and operational requirements

These factors influence whether HDD is suitable and how the crossing should be designed. For example, a crossing may be technically possible to drill but difficult to execute if there is insufficient space to assemble the pipeline before pullback.

Similarly, an underground alignment must account for the route of the adjoining pipeline sections. HDD planning must therefore be integrated into the wider pipeline design rather than treated as a separate activity after the main route has been established.

At PCE Nigeria, our engineering capabilities include route assessment, surveying, crossing design and specialist HDD planning for complex pipeline installations.

2. Procurement of HDD Equipment and Materials

Pipeline EPC projects require different types of equipment and materials depending on the construction methods selected. For conventional pipeline installation, resources may include excavators, trenching equipment, welding systems, lifting machinery and pipe-handling equipment.

HDD introduces additional requirements, including drilling rigs, drilling rods, specialised drill bits, reamers, guidance and tracking systems, drilling-fluid mixing and circulation equipment, mud pumps, solids-control systems and pipeline-handling equipment.

The equipment must be selected according to the technical requirements of the crossing. For example, a long-distance HDD crossing involving a large-diameter pipeline may require substantially greater drilling and pulling capacity than a short road crossing.

Geological conditions also influence drilling-tool selection, equipment configuration and drilling-fluid requirements. Procurement planning must account for mobilisation, equipment availability, replacement components and the materials needed throughout construction.

Delays in mobilising specialist equipment can affect the wider EPC schedule, especially when adjoining pipeline sections are waiting for the crossing to be completed.

PCE Nigeria provides HDD equipment and technical support, including high-capacity drilling rigs, drilling tools, pipe-handling equipment and drilling-fluid systems for different crossing requirements.

3. Pipeline Fabrication and Welding

Before a pipeline can be installed through an HDD crossing, the prepared pipe string must be assembled and inspected. Depending on the project requirements, preparation may involve pipe alignment, welding, non-destructive testing, coating inspection and other quality-control activities.

For large-diameter and long-distance crossings, the assembled pipeline can extend over a substantial distance, requiring suitable working space, pipe-support arrangements and careful handling.

Fabrication activities must also be coordinated with the HDD construction schedule. If the borehole is ready but the pipeline has not been prepared, installation may be delayed. Similarly, a completed pipe string may need to remain in position if unexpected drilling conditions affect the crossing programme.

Welding quality and coating protection are particularly important because access to the pipeline becomes limited once it has been installed underground. The required inspections and tests must therefore be completed in accordance with the approved construction procedures.

Our pipeline EPC capabilities include pipeline fabrication, welding, non-destructive testing and coating activities that support the wider installation process.

4. HDD Drilling and Borehole Preparation

Once the site, equipment and engineering requirements are ready, the HDD team begins constructing the underground crossing. The process generally involves three stages.

Pilot-Hole Drilling

A guided drilling assembly creates the initial underground route along the planned alignment. The drilling team monitors the bore path to maintain the required position and direction.

Reaming

After the pilot hole is completed, the opening is enlarged to accommodate the pipeline. Reaming may involve several stages, depending on the pipeline diameter, geological conditions and borehole requirements.

Borehole Conditioning

Before pipeline installation, the borehole must be prepared to maintain suitable conditions for pullback. This includes managing cuttings, drilling-fluid circulation and the condition of the underground opening.

Throughout these operations, drilling fluid helps transport excavated material, support borehole stability, cool and lubricate drilling tools and reduce friction. Bentonite is commonly used as a primary component of HDD drilling fluid, while specialist additives may be required to address particular geological conditions.

At PCE Nigeria, our Brighter Star drilling-fluid products include activated Bentonite and additives used for filtration control, fluid stabilisation and clay management.

Material selection must be supported by proper mixing, monitoring and fluid management during construction, as changes in drilling conditions can influence construction progress and the timing of subsequent EPC activities.

5. Pipeline Pullback and Installation

Once the borehole has been enlarged and conditioned, the prepared pipeline is pulled through the underground route. This operation is known as pipeline pullback, and for large-diameter pipelines, it can involve substantial pulling forces.

Engineers must consider pipeline weight, borehole geometry, friction, bending limitations and the capacity of the drilling equipment. Pipe-handling equipment, rollers and other support systems may be required to control the movement of the pipeline as it enters the borehole.

The HDD and pipeline construction teams must coordinate closely during installation. The drilling equipment, prepared pipeline, support systems and field personnel must all be available for the same operation.

Monitoring during pullback helps engineers assess installation loads and respond to unexpected resistance. After installation, the crossing must be connected to the adjoining pipeline sections according to the approved construction procedures.

This stage demonstrates why HDD and pipeline fabrication cannot be managed independently within the wider EPC programme.

6. Inspection, Testing and Pre-Commissioning

Completing an HDD crossing does not automatically mean that the wider pipeline is ready for operation. The installed pipeline must meet the applicable engineering, safety and quality requirements.

Depending on the project scope, these activities may include weld inspection, non-destructive testing, pipeline coating inspection, hydrostatic pressure testing, pipeline cleaning and gauging, installation verification and other pre-commissioning activities.

The required procedures and acceptance criteria depend on the pipeline design, applicable standards and project specifications. These activities must be coordinated with the wider construction programme.

For example, a completed HDD crossing may still require connection to adjoining pipeline sections before certain system-level tests can be performed.

Our pipeline EPC services include welding, non-destructive testing, hydrotesting, coating and pre-commissioning support, allowing us to contribute to different stages of pipeline construction according to the agreed project scope.

Why Coordination Between HDD and EPC Teams Matters

Major pipeline projects often involve several construction activities taking place simultaneously. While one team prepares an HDD crossing, another may be welding pipeline sections, mobilising equipment, arranging material deliveries or completing construction along another part of the route.

A delay in specialist drilling can affect pipeline installation, while delays in fabrication or inspection can prevent an otherwise completed crossing from progressing to pullback.

Equipment mobilisation, working-space availability, environmental requirements and testing schedules also influence the overall construction sequence.

Effective coordination helps project teams identify these dependencies and address potential conflicts before they affect progress. This becomes particularly important when a project involves multiple construction methods, such as HDD, open-cut trenching and conventional bored crossings.

For project owners, the ability to coordinate engineering, procurement and construction activities can influence both the schedule and delivery of the pipeline.

What AKK and OB3 Demonstrate About HDD in Major Pipeline Projects

Our work on the AKK and OB3 River Niger crossings provides examples of how technically demanding HDD sections fit into larger pipeline infrastructure projects.

AKK River Niger Crossing

The Ajaokuta–Kaduna–Kano (AKK) River Niger crossing required the installation of a 40-inch gas pipeline along a 1,565-metre underground route.

The crossing encountered mixed sand, gravel and rock formations. We executed the specialist HDD crossing using dual-rig intersecting technology, synchronous reaming and a specially developed drilling-fluid formulation, completing the installation on 26 July 2025.

OB3 River Niger Crossing

The Obiafu–Obrikom–Oben (OB3) River Niger crossing involved installing a larger 48-inch gas pipeline along a 2,000-metre underground route.

The crossing reached a depth of approximately 52 metres and encountered sand, gravel and rock formations. We used dual-rig intersecting technology, synchronous reaming and a specially developed drilling-fluid system, completing the installation on 28 April 2026.

Both crossings required careful planning, suitable equipment and coordination with the wider pipeline construction programme. Completing these underground sections allowed the larger projects to progress towards subsequent construction and commissioning activities.

What Should Project Owners Look for in a Pipeline EPC Contractor?

Selecting a pipeline EPC contractor involves more than confirming that the company has access to construction equipment. Project owners should assess whether the contractor has the engineering resources, technical experience and operational capacity required for the agreed scope.

For projects involving HDD, important considerations include experience with similar pipeline diameters and crossing conditions, suitable drilling equipment, geological investigation, crossing-design capabilities, fabrication and welding expertise, drilling-fluid engineering and equipment mobilisation.

Quality-control procedures, safety requirements and the ability to coordinate specialist construction with the wider project are also important.

The appropriate contractor arrangement depends on whether the project requires a complete EPC package or specialist support for a particular construction section. Defining responsibilities clearly before mobilisation helps establish realistic expectations and improves coordination throughout delivery.

Frequently Asked Questions About HDD and Pipeline EPC Construction

What does EPC mean in pipeline construction?

EPC stands for Engineering, Procurement and Construction. It describes a project delivery arrangement that covers the agreed engineering design, material procurement and construction responsibilities required for a pipeline project.

Is HDD part of pipeline EPC construction?

Yes. HDD can form part of pipeline EPC construction when the route requires a specialist underground crossing beneath a river, road, railway or another obstacle where conventional excavation is difficult or disruptive.

Can HDD and open-cut construction be used on the same pipeline project?

Yes. A pipeline may be installed using open-cut construction along accessible sections, while HDD is used for difficult crossings. The installation methods are selected according to the route and project requirements.

Why must HDD and pipeline fabrication be coordinated?

The prepared pipeline must be available when the borehole is ready for pullback. Coordination helps align fabrication, welding, inspection, equipment availability and the installation programme.

What equipment is needed for HDD construction?

Depending on the crossing, equipment may include HDD rigs, drilling rods, guidance systems, reamers, drilling-fluid mixing and circulation systems, and pipe-handling equipment.

Does completing an HDD crossing mean the entire pipeline is ready for operation?

Not necessarily. The crossing must be integrated with the wider pipeline system, and the applicable inspection, testing and pre-commissioning requirements must be completed before operation.

Delivering Pipeline Projects Through Coordinated Engineering

Horizontal Directional Drilling plays an important role in pipeline EPC construction, particularly where pipelines must cross rivers, roads, railway lines and other challenging obstacles.

Successful HDD execution depends on how effectively specialist drilling is integrated with the wider construction programme. Route planning, procurement, pipeline fabrication, drilling, pullback, inspection and testing must be coordinated so that each stage supports the next.

For pipeline developers and EPC contractors, this integrated approach helps address construction challenges and manage the dependencies that influence project delivery.

At PCE Nigeria, we combine specialist HDD engineering and construction with wider pipeline EPC capabilities, including open-cut construction, bored crossings, pipeline fabrication, welding, non-destructive testing, hydrotesting, coating and pre-commissioning support.
